Leading technology and consulting firms in Luxembourg and Europe have been granted a number of IT consulting and support service contracts totalling €16.5 million by the Centre des technologies de l'information de l'État (CTIE). Enhancing the Unified Patent Court's (UPC) digital infrastructure is the goal of the framework agreement "CTIE/JUB25 - Accord-cadre en matière de service de consultance IT pour la Juridiction unifiée du brevet (JUB)".
The contracts, which were signed on September 19, 2025, will offer technical coordination, IT project management, and support services to guarantee that UPC's technological systems run effectively across jurisdictions.
Three major lots comprise the framework:
Lot 1: Functional Analysis and IT Project Management
Deloitte Tax & Consulting S.à r.l., INTECH S.A., DSI Lux S.A., CGI Luxembourg S.A., PwC S.C., Sopra Steria PSF Luxembourg, Groupe Open PSF Luxembourg, and EDDA Luxembourg S.A. were the winners.
Lot 2: IT Operations and Technical Coordination
The winners are NSI Luxembourg PSF S.A., Halian Sàrl, NDBSoft Sàrl, Sopra Steria PSF Luxembourg, and DSI Lux S.A.
Lot 3: Support Services and IT Technician
DSI Lux S.A., ARHS Developments S.A., Halian Sàrl, Sopra Steria PSF Luxembourg, Groupe Open PSF Luxembourg, NDBSoft Sàrl, NSI Luxembourg PSF S.A., and NTT Data Spain SLU were the winners.
From project management to strategic consultation to direct technical assistance, each lot covers a varying degree of IT proficiency, guaranteeing ongoing digital operations for the systems of the Unified Patent Court.
According to EU Directive 2014/24/EU, the tender was evaluated using 100% quality-price criteria and was carried out through an open method. Lot 1 and Lot 3 received eight tenders in all, while Lot 2 received five.
The contracts are covered by the Government Procurement Agreement (GPA) but are not funded by EU monies. Under the supervision of the Luxembourg administrative jurisdiction, the CTIE served as both the contract signatory and the purchasing entity.
With the backing of the Unified Patent Court's IT infrastructure, a vital component of Europe's intellectual property protection system, this framework agreement enhances Luxembourg's position as a technology centre for European judicial cooperation.
The chosen vendors will offer complete services, such as:
Project analysis and IT governance
Infrastructure and software assistance
UPC system maintenance and troubleshooting
Technical cooperation between IT and judicial agencies
The project guarantees the modernisation, continuity, and security of the UPC's digital services, which make it easier for participating EU member states to manage patent cases.
The Government IT Centre of Luxembourg, known as the CTIE (Centre des technologies de l'information de l'État), is in charge of creating and managing e-government platforms and digital infrastructure for the public sector. The organisation is essential to the digital transformation of Luxembourg's host ministries and European institutions.
