As part of technical assistance for Luxembourg programs co-financed by the FEDER, the regional policy department of the Ministry of the Economy is seeking under a service contract, for a period of 3 years renewable by negotiated procedure on the basis of article 64 paragraph 5 of the law on public procurement: A confirmed mission manager with higher training in law for a technical assistance mission in management and control, meeting the following profile (M/F): Firm slice: Under the authority of the minister and the head of department, the service provider will have the mission of carrying out various services as part of technical assistance to the operational program for the period 2021-2027 as well as the following, on a annual maximum of 1760 hours and undertakes in particular to make every effort to comply with the regulations relating to the monitoring, management and control of the program mentioned above, in particular by ensuring the following tasks: - audit administrative and legal execution of the projects selected by the Managing Authority (legal and regulatory compliance, public procurement, state aid, eligibility of expenditure, etc.); - analysis of the positions taken by the European Commission or by any other institution against the Managing Authority and preparation of arguments supporting the latter's approach; - preparation of the defense of the interests of the Managing Authority in the face of the findings and interpretations of the Commission European or any other institution following an audit;- Preparation, participation and monitoring of administrative and legal audits of projects by national and European authorities (General Inspectorate of Finance, European Commission, Court of European accounts); - Preparation and adaptation of internal guidelines in regulatory areas (Public procurement, state aid, fraud, conflicts of interest, revenues, costs, etc.), - Adaptation...
