- Construction represents a large share of gross fixed capital formation. It includes construction of residential and non-residential buildings and civil engineering works. Construction PPPs are based on prices for so-called "Bills of Quantities" (BoQs) which are detailed descriptions of fictitious building projects, each consisting of a list of items that have to be priced.
