Description:
The mechanism chosen is that of an open and non-selective system which does not grant any exclusivity to industrialists, which must respect the conditions of the DSR. All manufacturers fulfilling the conditions defined by the open and non-selective SEO system can enter the system for its entire duration. The open and non-selective SEO system is neither the 2014/24/EU Directive of the European Parliament and of the Council of February 26, 2014 on the publication of public markets, nor of the Directive 2014/25/EU of the European Parliament and of the Council of February 26, 2014 relating to the passing of markets by entities operating in the water sectors, energy, transport and postal services, nor the 2014/23/EU directive of the European Parliament and the Council of February 26, 2014 on the award of concession contracts. In addition, the open and non-selective SEO system does not fall under the modified law of April 8, 2018 on public procurement, nor the modified law of July 3, 2018 on the award of concession contracts. Consequently, this notice does not constitute a "market opinion" or a "notice of concession".
